The Regulatory Reform (Fire Safety) Order 2005
Fire certifications have not been issued since the Regulatory Reform (Fire Safety) Order of 2005 went into effect. The "Responsible Person" is now in charge of taking the required steps to put out fires and guarantee the safety of building inhabitants in the case of a fire.
The First Step is a Fire Risk Assessment

As per the extant fire safety regulations, particularly the Regulatory Reform (Fire Safety) Order 2005, it is the responsibility of the "Responsible Person," or the person who holds authority over the premises, to guarantee fire safety in non-domestic establishments.
